To keep balance you must keep moving.
I have had a good few tyre punctures and very slowly biked up some pretty damned steep hills, I've peddled so fast and have felt like I'm not getting anywhere and although I may have wobbled a little and even fallen off my metaphorical bike at times, I've always got back on. It doesn't matter how far you think you have left to go it is the distance you have already travelled that makes the difference. Recovery, management, coping - they are all movements forward. I've biked in the rain (I live in England, this is 70% of the time), the sun (when we experience summer) and some seriously strong winds, but I always keep moving; even if it just to get back on the seat, it's movement all the same.
